RRUC chairs facilitative mediation, truced two clans conflicting in Maguindanao

MAGUINDANAO – The Regional Reconciliation and Unification Commission of the Autonomous Region in Muslim Mindanao spearheaded the facilitative mediation over land dispute between Sinsuat and Parti clans on Monday, August 14, 2017 at the Municipal Hall, Datu Blah Sinsuat.
The mediation panel composed of the RRUC chairman Romeo K. Sema, the DBS mayor Raida Tomawis-Sinsuat and former mayor Marshall Sinsuat, vice-mayor Datu Tato Mustapha, Maguindanao Task Force Reconciliation and Unification deputy chair Abdulnasser Malingco.
PSSUPT Agustin Telco of PNP Maguindanao, Lt. Col. Jose Marie T. Sonte of Philippine Marines, and Coordinating Committee on Cessation of Hostilities both GPH and MILF also comprised the mediation panel.
The Parti clan was first to underwent dialogue with the panel. In the dialogue, the Parti clan, alleged claimant said they held Certificate of Title No. V16 of July 25, 1949 under the Commonwealth Act No. 141 covering 15 hectares, 27 acres and 43 centimeters but said it was forcedly acquired by the other party.
Sinsuat clan on the other hand stood firmly as the true owner of the said land even holding the authentic document of the land entitlement, but refused to show it for confidentiality purposes.
The mediation panel come up with a truce in a form of “status quo” signed by the both parties and the panel members as witnesses effective until the decision will be made on August 26, 2017 to be held in Cotabato City as continuation to the first dialogue conducted.

RRUC conducts Training on Data Banking Usage

The Regional Reconciliation and Unification Commission of the Autonomous Region in Muslim Mindanao conducted Training on Data Banking Usage on Wednesday, July 5, 2017 at Sultan Hall, Pagana Kutawato Native Restaurant.
In line with the campaign of the province dubbed as “The Working ARMM”, RRUC has established ARMM Coordinating Mechanism for Rido Settlement as a platform for coordination and collaboration as well as sharing of data and information with all its member agencies.
During the regular quarterly meeting of the coordination mechanism last March this year, one of the agreements among others are the creation of a Data Banking System to be created by RRUC in order to synchronize and centralize the data and reports from member agencies. Consequently, the Data Banking have set up last month.
“We use data banking in our everyday life… sending emails even our Facebook and Twitter posts are example of data banking,” said Aron Quiray, resource speaker. “We need to be techie (someone who knows a lot of technology) because we are now in the computer era,” he added.
By the use of the data system developed by the commission, the member agencies can upload reports in the data system website and through this, the commission will serve as the server and has an access to all data uploaded.
“We have seen the importance of data base in centralizing rido cases in our region,” said Romeo K. Sema, RRUC Chairman.
The training was attended by the different line agencies of ARMM, the security sectors, the provincial task force and also the members from the civil society organization.
It was expected the participants will be able to practice the technical skills out of the training, likewise each member agencies would provide reliable data on rido cases. (RRUC Communications Division)

ACMRS convenes second quarter meeting, sets to hold unity dialogue

The ARMM Coordinating Mechanism for Rido Settlement chaired by the Regional Reconciliation and Unification Commission of the Autonomous Region in Muslim Mindanao convened its second quarter meeting on Thursday, July 6, 2017 at Pagana Kutawato Native Restaurant.
As discussed in the meeting, the RRUC is set to conduct unity dialogue in Maguindanao in order to gain support from the local executives such as the municipal mayors, Association of Barangay Chairmen (ABC) presidents, the religious leaders (ulama), member agencies of the mechanism and other concerned groups in addressing the prevailing issue of rido in the province.
Before the conduct of the dialogue, the mechanism created a core group to consolidate data among them. This composed of the RRUC, Maguindanao Task Force Reconciliation and Unification (MTFRU), PNP Maguindanao, 6th Infantry Division (6ID) and the Tiyakap Kalilintad, Inc.
The commission looked forward that the dialogue would be helpful in attaining unity among Bangsamoro despite crisis they are currently experiencing. Likewise, the creation of coordinating mechanism for rido settlement in provincial level was expected to be the main output of the acticity. RRUC holds Unity Dialogue in Basilan

The Regional Reconciliation and Unification Commission of the Autonomous Region in Muslim Mindanao RRUC ARMM held Provincial Unity Dialogue on Monday, May 22, 2017 at Isabela City, Basilan.
The unity dialogue is one of the advocacies of the commission to support unity among Bangsamoro and other inhabitants to achieving lasting peace in Mindanao, said Romeo Sema, RRUC chairman.
It is anchored to the ARMM's advocacy for peace and development. Its main goal is to establish mechanism in the province to address rido issues, Sema added.
Because of the earnest will of the commission and other agencies to address rido issues in the province, an excerpt from the dialogue was signed to strongly recommend to Basilan Governor Jim Salliman the creation of mechanism for rido settlement.
Governor Salliman is very enthusiastic when it comes to peace issues. We cannot really achieve the true development without true and lasting peace, said Nixon Alonso representative from the Office of the Provincial Governor.
As a commitment, 104th brigade commander of 1st Infantry Division Sino Cruz enunciated to win back the trust of the public over law enforcers in able to bring peace in the community.
The dialogue was attended by different sectors from the local government unit (LGU), the youth, women, civil society organizations (CSO), Moro National Liberation Front (MNLF) as well as Moro Islamic Liberation Front (MILF) and line agencies such as Department of Labor and Employment (DOLE ARMM) and the Regional Darul' Ifta. RRUC to hold Unity Dialogue in Basilan

The Regional Reconciliation and Unification Commission of the Autonomous Region in Muslim Mindanao (RRUC ARMM) is set to conduct Unity Dialogue in the Province of Basilan bearing the theme “Bangsamorong Nagkakaisa, Pamayanang Matatag at Mapayapa” on May 22, 2017 at Farmland Resort and Convention, Isabela City.
RRUC Chairman Romeo K. Sema will spearhead the said dialogue in coordination with the Office of the Regional Governor and Office of the Provincial Governor (Basilan) to discuss mechanism in addressing rido and other internal conflicts that cause disunity among Bangsamoro.
Sema said the dialogue is one of the programs and advocacies of the commission channelled to the regional development plan in the promotion of peace and development in the ARMM.
In an interview with the RRUC Executive Director Abdulbasit R. Benito, he disclosed that ARMM Governor Mujiv S. Hataman will be attending the said dialogue as keynote speaker.
We are expecting more than one hundred participants coming from the different stakeholders including local government officials, security sector, religious leaders as well as MNLF and MILF, said Benito.
The ultimate objective of the dialogue is to set up coordination mechanism to proactively address the problem of rido in the province, Benito added.
The dialogue will also be attended by women, youth, academe, businessmen, civil society organizations (CSO) and other sectors. (RRUC Communications Division)
